Advice on Student Visa for older relatives

My sister and brother-in-law do not have skills required for Australia. My brother-in-law is going to retrain over here as a bricklayer with Silver Trowel. When he finishes his training and work experience he will be over 45. They would then want to apply for PR and he is concerned he will not have enough points and that he may not be able to find work if the economy slides. My sister has secretarial experience. Has anyone heard of people being sent back to the UK and being refused PR? Also does anyone have any experience with Silver Trowel and how much assistance do they give with work experience/employment? Would a 45 year old have trouble finding work as a bricklayer to gain his required experience? This is a huge step for them and relatives over there are attempting to put them off coming over here. Any advice would be appreciated.
