Applying for 189 from within Australia, what do I front load?

Hi there,

 

I have today received my invitation to apply for my 189. I completed the application and was just about to pay when I thought I would just double check I had everything I needed.

 

I have just noticed that when you apply from inside Australia, you are meant to submit character requirements in advance.

 

Does this mean that I can't pay and apply tonight? As I don't yet have my PCC's?

 

Or can I still pay and apply, and upload these as soon as I get them?

 

Any advice about applying from within Australia would be greatly appreciated.
